DECLARATION OF INDEPENDENCE
Dthouri-ngu Ngean (the land we come from) is the Ngurampaa (birth place) of the Euahlayi people. It is from the land that our spiritual, religious and National Identity was formed. Here we achieved independence by the Law and Culture as decreed by the Dreaming, which for the people of the Euahlayi was of national and universal significance. Our people learnt the laws of the Dreaming through our sacred ceremonies, which established an intrinsic connection and link between us and the natural world.
The Euahlayi people remained faithful to our identity, law and customs, despite having our population forcibly dispersed, we have maintained our hopes and aspirations to remain and return to our Dthouri (land) in order to restore our national freedoms.
Impelled by this historic association, Euahlayi people strove in every successive generation to re-establish ourselves in our ancient homeland. In recent decades many have returned (despite Government controls) to fight for and defend our right to exist. The Euahlayi have fought to take back that which was taken, language, ceremony grounds, sacred sites, ancient camps sites and the return of our material culture.
The Euahlayi, have a diaspora seeking to return to their homelands. In the past 173 years, every effort has been made to create a new homeland within the ancient designated territories, in order to re-establish the thriving communities that we knew before the British Invasion of our lands.
The peoples of the Euahlayi Nation now take back that which was stolen; our Dthouri (Land) and will now re-establish the ancient governance according to our laws and customs as were decreed by the Creators. Loving peace but
knowing how to defend ourselves. The Euahlayi have developed progressive ambitions for the future of all its inhabitants within our Dthouri (lands)
On this, ft day of July 2013, The Euahlayi now proclaim our Devine right to national re-birth within our own Dthouri (land).
This right is recognised by the United Nations Resolution 2625 (XXV) (adopted October 24th, 1970) which in particular, gives explicit international recognition to of the right to be de-colonised thereby, authorising the right of self-determination and to be protected thus, permitting the Peoples of the Euahlayi to re-build our national home.
The survivors of the British Invasion continued undaunted by difficulties, restrictions and dangers, and never ceased to assert their right to a life of dignity, freedom and honest toil in their national Homeland.
In all modern day wars, the Euahlayi made full contribution in the struggle for the freedom of peace loving nations against all evil forces, by spilling their blood as soldiers in the invader military. Our soldiers' war efforts abroad, gained the right to be reckoned among the peoples who founded the United Nations.
The recognition of the right to be self-determining is recognised as a tenant of the United Nations Charter. The right of the Euahlayi people to establish our independence is irrevocable. This right is the natural right of the Euahlayi people to be master of our own fate, like all other nations, in their own sovereign State.
ACCORDINGLY, WE THE INDIVIDUAL MEMBERS OF THE EUAHLAYI STATE, REPRESENTING EACH AND ALL OF OUR CLANS, ARE BY VIRTUE OF OUR NATURAL AND HISTORIC INHERRENT RIGHT, RESOLVE AND DECLARE THE CONTINUING SOVEREIGNTY OF THE EUAHLAYI NATION, TO BE HENCEFORTH KNOWN AS THE "EUAHLAYI PEOPLES REPUBLIC'.
We HEREBY DECLARE that, with effect from this momentous day and until the setting up of the duly elected bodies of the State in accordance with the constitution, to be drawn up by the nominated 'Peoples Executive Council' not later than the first day of July, 2015,. The Peoples Executive Council shall act as the Provisional Council of State, and its executive organs, the Peoples Executive Council and the Peoples Administration, shall constitute the Provisional Government of the "Euahlayi People Republic". The "Peoples Executive Council" shall appoint interim Ministers of State, and an interim President and Vice President. THE PRESIDENT shall, preside over all Peoples Executive Council Meetings and in his/her absent, the Vice President shall hold that office, and having the same authority as THE PRESIDENT for that Executive Council only. In the event of THE PRESIDENT being absent from State, the Vice President shall act in that position with the full authority of the PRESIDENTS office. The PRESIDENT shall, have all executive powers of State and any and all decisions made by him/her, must be tabled in writing before the full Peoples Executive Council at their next Council meeting.
The Quorum of the Peoples Executive Council shall be one half of the number so appointed, plus one.
Placing our trust and faith in the laws as decreed by the Dreaming, we affix our signatures to this proclamation.
